Board Approves Stay on Transfers, Supplemental Wells

June 9 2026

Due to persisting drought conditions across the district, the Lower Loup NRD Board of Directors voted to put a stay on all non-variance transfers and supplemental wells at the May 28th board meeting.

At the onset of the board meeting, eighteen of the twenty groundwater quantity sub-areas in the district had a drought status of either severe or extreme. It was also noted at the meeting that surface water flows were below normal across the majority of streams in the district.

The overall drought level for the eighteen of twenty sub-areas, with all primary and secondary considerations factored in, was moderate. Based on the direction of the Drought Management Plan, working under that management actions for moderate drought, the board voted unanimously to place a stay on all transfers and supplemental wells that are not approved through the variance process by the Board.
